Foreign – a person who is not a citizen of the Russian Federation and has proof of citizenship (nationality) of a foreign state; stateless person - an individual who is not a citizen of the Russian Federation and does not have evidence of citizenship (nationality) of a foreign state.
A foreign citizen legally staying in the Russian Federation is a person who has a valid residence permit, or a temporary residence permit, or a visa and (or) migration card, or other documents provided for by federal law or an international treaty of the Russian Federation confirming the right of a foreign citizen to stay ( residence) in the Russian Federation. Foreign citizens and stateless persons have the right to receive higher and secondary vocational education at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.
Foreign citizens wishing to receive education under the program of training bachelors and specialists must have completed secondary education, equivalent to secondary (complete) general, secondary vocational or higher education.
Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation and admission on general competitive conditions, provided that they comply with the requirements provided for in Article 17 of Federal Law No. 99 of May 24, 1999 -FZ "On the state policy of the Russian Federation in relation to compatriots abroad"
In accordance with Art. 1 of the Federal Law "On the state policy of the Russian Federation in relation to compatriots abroad" dated May 24, 1999 N 99-FZ)
1. Compatriots are persons born in one state, residing or residing in it and having signs of common language, history, cultural heritage, traditions and customs, as well as descendants of these persons in a straight descending line.
2. Compatriots abroad are citizens of the Russian Federation permanently residing outside the territory of the Russian Federation.
3. Compatriots are also recognized as persons and their descendants living outside the territory of the Russian Federation and belonging, as a rule, to peoples historically living in the territory of the Russian Federation, as well as persons who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation, whose relatives in a direct ascending line previously lived in the territory of the Russian Federation, including:
• persons who were citizens of the USSR, residing in the states that were part of the USSR, who received the citizenship of these states or became stateless persons;
• immigrants (emigrants) from the Russian state, the Russian republic, the RSFSR, the USSR and the Russian Federation, who had the appropriate citizenship and became citizens of a foreign state or stateless persons.
Citizens of the Republic of Belarus have the right to enroll in higher education programs for full-time and part-time education, both according to the results of the USE, and according to entrance examinations conducted by the organization independently, to places within the admission quotas, as well as to places under contracts for the provision of paid educational services. As the results of admissions tests conducted by the organization independently, the results of the central testing are set off. Applicants must provide documents of the established form on education and a certificate indicating the results of centralized testing.

• full-time education: June 20 - July 29 (July 15 for applicants for internal exams);
• correspondence course of study: June 20 - July 29 (July 15 for applicants for internal exams);
Deadlines for accepting documents for paid places:
• full-time education: June 20 - July 29 (July 15 for applicants for internal exams);
• correspondence course of study: June 20 - July 29 (July 15 for applicants for internal exams);
* Additional enrollment for the correspondence course of higher education is carried out in the fall (from 1.09 to 15.09) and in the winter (from 1.02 to 15.02)
Deadlines for accepting documents for programs of secondary vocational education:
• full-time education: June 20 - August 15
Step 2
Required documents
• originals or duly certified copies of education documents and all envisaged annexes indicating the subjects studied and the grades (points) obtained in exams in these subjects, as well as, if necessary, duly legalized documents, certificates of establishing the equivalence of the education document etc.;
• a duly certified translation into Russian of the document of a foreign state on education and its annexes (if such an attachment is provided for by the legislation of the state that issued the document on education);
• certificate of recognition of foreign education or foreign qualifications (if necessary);
• a copy of an applicant's identity document or a document proving the identity of a foreign citizen in the Russian Federation;
• a copy of the document confirming the completion of the Russian language courses (if necessary);
• a copy of the voluntary medical insurance policy;
• medical certificate form 086-U
• photos 3 * 4 - 4 pcs.

List of documents submitted by compatriots:
• Birth certificate of the applicant's parents, confirming their birth in the territory of the Russian state, the Russian Republic, the RSFSR, the USSR or the Russian Federation
• Birth certificate of the applicant
• Documents confirming the permanent residence of the applicant and his parents abroad
Step 3
Terms of entrance examinations in 2021:
• higher education (bachelor's and specialty): July 10 to July 29
* Entrance tests for additional recruitment for extramural studies of higher education are carried out in the fall (from 18.09 to 23.09) and in winter (from 16.02 to 23.02)

Acceptance of documents
The documents required for admission are submitted to the organization in one of the following ways:
1) are submitted to the organization personally by applicants;
2) in electronic form through the electronic information system of the University (www.aumsu.ru; www.pk.aumsu.ru).

For applicants for undergraduate and specialist programs, starting from August 2, competition lists are published on the site. University Admissions Orders are issued on August 6 (Priority Admissions Stage) and August 17 (Admissions Main Stage).
